The infant mortality rate for Black Americans in 1999 was 2.5 times the rate of White Americans. In 1950 the mortality rate of black infants was only 1.5 times the rate of white infants. This is a 67% increase between 1950 and 1999 in the gap between black and white infant mortality.

In California, a state considered very liberal, a state that elected Diane Feinstein, Barbara Boxer, and Nancy Pelosi, the gap between black and white infant mortality widened between 1990 and 1999.
Why would the gap between black and white infant mortality rates increase in a liberal state like California? With all its social programs, state funded aid, and never ending supply of do-gooder bleeding hearts,
California should have a decrease in the infant mortality rate gap.
Could it be that liberal social policies are not the answer?
For the most part, this increase in California’s black/white infant mortality rate gap between 1990 and 1999 happened under Former President Bill Clinton. So the blame cannot be put on an uncooperative president. (Translation-You can’t blame President GW Bush for this).
